The Lower Silesian Institute for Energy Studies (DISE), based in Wrocław, is a non-profit institution gathering business practitioners, managers, representatives of science, who deal with the problems of energy security, the liberalization of the gas market, financial management of energy companies and issues of efficiency and innovation in infrastructure projects. Our team prepares analyzes, opinions and expertise economic, legal, geopolitical and technical specifications in the field of energy and fuel policy.

Remigiusz Nowakowski – President

Member of the Board (deputy), EURELECTRIC – Unia Przedsiębiorstw Energetycznych w Europie [Union of European Energy Enterprises], Vice-President of the country-wide organisation of employers “Employers of Poland.” During his professional career, he held the position of the President of Management Board of TAURON Polska Energia SA, the chairman of the Supervisory Board of Tauron Dystrybucja SA and a member of supervisory boards of the Group’s companies: Tauron Obsługa Klienta sp. z o.o. and TAMEH – TAURON ArcelorMittal Energy Holding; and a Member of the Supervisory Board of PKN ORLEN SA. He graduated from the Management Studies at the Management, Computer Science and Finance Faculty at the University of Economics and the Law Studies at the Law and Administration Faculty at the University of Wrocław.

Dawid Jackiewicz – Vice-President

Politician, local government representative, entrepreneur, consultant and adviser to the fuel and petrochemical industry. Minister of the State Treasury in the government of the Prime Minister Beata Szydło and member of the Development Committee under the direction of Deputy Prime Minister Mateusz Morawiecki from 2015 to 2016. Member of the European Parliament, member of the Committee on Industry, Research and Energy and the Committee on the Internal Market and Consumer Protection from 2014 to 2015.

Krzysztof Radomski

Krzysztof Radomski is an advocate, a graduate of the Faculty of Law and Administration of the University of Adam Mickiewicz in Poznan. After completing his studies, he completed a lawyer’s apprenticeship at the Jeleniogórsko-Wałbrzyska Chamber of Advocates, which he completed by passing the attorney-at-law exam with distinction. He gained professional experience in the largest law offices in Lower Silesia.

Krzysztof Radomski has many years of experience in applying energy law, servicing commercial law companies in this area, including the key Polish gas distributor (OSD). In the years 2007-2011, he provided legal services to one of the largest energy companies in the country. He also carried out activities related to due diligence of those companies and legal audits of selected areas of activity of the largest energy companies (including the ones operating in the gas industry) in Poland. Krzysztof Radomski is a partner of a law firm dealing with the broadly defined energy law and related branches related to functioning of energy sector entities. As an advocate, he also performs in economic processes, including criminal and economic ones, representing the interests of state-owned companies in key criminal and commercial cases.

One of the sponsors of founders and a member of the Council of the Foundation of the Lower Silesian Institute of Energy Studies in Wrocław, which brings together experts and managers from the energy sector. In the years 2015–2017, he was a Member of the Supervisory Board of System Gazociągów Tranzytowych „EuRoPol GAZ” SA.

Mateusz Gramza, PhD

Dr of natural sciences in agrochemistry. From 2016 to 2017 was a President of the Management Board and General Manager of Grupa Azoty ZAK S.A. – one of the leading industrial plants producing fertilizers and chemicals in Europe.

He is a co-owner and President of the Management Board of AgreCo Sp. z o.o., a company conducting research on the effectiveness of agrochemicals and an analytical laboratory of chemical substances and preparations for agriculture.

A manager who knows the practical aspects of functioning of the fertilizer industry and agrochemicals market in Poland. He has practical experience in conducting research on chemical substances and preparations used in the biomass production process for energy purposes. It deals with the area of investments in biogas and biomass power plants.

He has a documented cooperation with scientific institutions, among others in the form of publications. He gave lectures (including plenary ones at the invitation) at international industry conferences – Chemistry for Agriculture.

He was a member of the supervisory boards of PGE S.A. Polska Grupa Energetyczna and a Chairman of the Supervisory Board of EnergiaPro Gigawat.

Krzysztof Hnatio

Chairman of the Management Board A graduate of the John Paul II Catholic University of Lublin (KUL), the University of Gdansk and the Silesian University of Technology. A holder of an MBA degree from the IAE Aix-Marseille Graduate School of Management and post-MBA affiliated by the Swiss Business School. A manager with many years of business experience in the gas and energy industry.
In his professional career he served as: Branch Director of the Gas Transmission Operator GAZ-SYSTEM, Chairman of the Board of the Lower Silesian Gas Company and Chairman of the Board of NYSAGAZ. In the years 2000–2007, he managed the implementation of investment projects of strategic importance for the region of south-western Poland and the transmission system of the country. The projects’ aim was to ensure appropriate conditions for gas imports from Germany and Norway. In the years 2008–2015, he managed nationwide energy projects aimed at providing heat and electricity based on cogeneration sources.
In his management practice he was in charge of both regional gas infrastructure (in the area of Lower Silesia and Lubuskie Voivodeship) as well as distributed energy infrastructure in eight voivodeships (generating electricity and heat from natural gas).He completed large gas investment projects.Proposer of many modern management techniques and structural and functional solutions in the gas industry. Appointed as Chairman of the Board of the Gas Storage Poland sp. z o.o. (former Storage System Operator) on 23 December 2015.

Prof. Waldemar Skomudek, PhD, DSc.

Professor at the Opole University of Technology.
A graduate of the Faculty of Electrical Engineering at the Wyższa Szkoła Inżynierska in Opole. He has also graduated from management studies in Modern Financial Management – WIFI Osterreich Institut Wien and management studies in Modern Business Management Techniques at the Wyższa Szkoła Bankowa University in Wrocław. He has over 27 years of professional experience in the power industry. Since 2001, he has held managerial positions in electric power companies – President of ZE Opole S.A. and Vice-President of EnergiaPro KE S.A., and in the years 2008-2010 he held the position of Vice-President of PSE Operator S.A. in Konstacin-Jeziorna. He co-founded the EnergiaPro KE S.A. and TAURON S.A. capital groups and the Distribution System Operator. Since 2004 he has also been professionally connected with the Opole University of Technology. Currently he is the Dean of the Faculty of Production Engineering and Logistics at the Opole University of Technology. He is an advisor to the Management Board of TAURON Polska Energia S.A. for network regulation and energy market, an expert of the National Centre for Research and Development and a member of the Steering Committee of the PBSE Sector Programme, a member of the Polish Electricity Association, the Polish Power Transmission and Distribution Society, a court expert, and a Senior Member Institute of Electrical and Electronics Engineers. Author of over 170 publications.

Marcin Sienkiewicz, PhD

Academic at the Institute of International Studies of the University of Wrocław. President of the Management Board of the Lower Silesian Institute for Energy Studies in years 2016- 2018. An expert at the Forum of the Eastern Policy. A lecturer at the post-graduate studies on contemporary issues of protection, construction and operation of gas pipeline systems at the Wrocław University of Technology. Publisher and reviewer of Wiadomości Naftowe i Gazownicze (Oil and Gas News) (a monthly magazine published by the Scientific and Technical Association of Engineers and Technicians of Oil and Gas Industry). In years 2008-2010, expert cooperation in the field of national security and energy security with the National Security Office and the Chancellery of the President of the Republic of Poland. In years 2013-2014 a trainee at Biuro Studiów i Projektów Gazownictwa GAZOPROJEKT S.A. The author of a concept study dedicated to the creation of a gas hub in Poland. A participant and co-organiser of many conferences on energy issues. Theauthor of more than one hundred scientific publications and expert studies in the field of energy security, energy policy of contemporary states, operation of international energy markets.
