The Honorable David A. Wright was first sworn in as a Commissioner of the U.S. Nuclear Regulatory Commission on May 30, 2018. He is currently serving a term ending on June 30, 2025.
Before joining the NRC, Commissioner Wright served as an energy and water consultant and policy advisor on nuclear waste issues. He is a former president of the National Association of Regulatory Utility Commissioners and served as Vice Chairman and Chairman of the South Carolina Public Service Commission. He was also elected councilman and mayor in Irmo, S.C. and to the South Carolina House of Representatives.
A colon cancer survivor, Commissioner Wright is an advocate for cancer awareness and education. He is a proud father and grandfather and has enjoyed umpiring baseball for nearly 50 years. He is a graduate of Clemson University.

Mr. Horin is a Washington, DC, attorney. He served as President of the International Nuclear Law Association from 2019-2022, supporting the 2021 Virtual INLA Congress, and the 2022 In-Person INLA Congress in Washington, DC, following the international Covid shutdowns. He is currently the President of the INLA-US Chapter. In addition, Mr. Horin has served as, and is currently, the Co-Chair of the INLA Working Group 2, Nuclear Liability and Insurance, for North America.
Mr. Horin retired from Winston & Strawn, LLP, in January of 2023 after a 44-year practice in the nuclear energy field. During that period he represented nuclear utility licensees, manufacturers, transporters, trade associations, and others primarily before the US Nuclear Regulatory Commission. Such representation involved the application of regulatory schemes to those groups, including nuclear insurance (liability and property) and fundamental nuclear safety requirements.
Mr. Horin remains active in the industry.

Étienne de Poncins is a French diplomat. He was French ambassador to Ukraine from 2019 to 2023, then appointed French ambassador to Poland, from summer 2023.
Étienne de Poncins is a graduate of Sciences Po Paris and the École nationale d’administration (ENA). He also has a degree in history from Panthéon-Sorbonne University. In 1988, at the age of 24, he completed his ENA six-month internship in Bucharest, in the Romania of the dictator Ceausescu.
Étienne de Poncins held various posts as French ambassador, first in Bulgaria (2007-2010), then in Kenya (2010-2013) and simultaneously in Somalia.
Étienne de Poncins was French ambassador to Ukraine from 2019 to 2023, during the Russian invasion of Ukraine. He was one of the last senior diplomats to remain in Ukraine (having moved to Lviv) in the midst of the Russian invasion of Ukraine in 2022.
Étienne de Poncins was then appointed ambassador to Warsaw from the summer of 2023.

Ramzi was the recipient of the prestigious 2021 Ian McRae award, honouring his substantive contribution to the advancement of nuclear energy in Canada.
Internationally, Ramzi held the role of President of the Convention on Nuclear Safety (2016–18).
Ramzi is the Chair of the IAEA Regulatory Cooperation Forum (2022–25), and member of the IAEA Commission Safety Standards.
In 2024, Ramzi was elected by consensus as President of the Eighth Review Meeting of the Contracting Parties to the Joint Convention on the Safety of Spent Fuel Management and on the Safety of Radioactive Waste Management for a period of 3 years.

Mr. Magwood took up his duties as Director-General of the Nuclear Energy Agency (NEA) in September 2014. From 2010 to 2014, he served as one of the five Commissioners on the US Nuclear Regulatory Commission (NRC). From 2005 to 2010 he provided independent strategic and policy advice on energy, environment, education, and technology policy issues. From 1998 to 2005, Mr. Magwood was Director of the civilian nuclear energy programme at the United States Department of Energy (DOE). He also participated in the NEA’s work, serving on the Steering Committee Bureau 1999-2003, and as Chairman of the Steering Committee 2004-2005. In 2017, Sarah joined the Nuclear Processing and Facilities Division, as a Senior Project Officer conducting inspections of fuel cycle facilities. In April 2021, Sarah was appointed the Director of Advanced Reactor Licensing in the Directorate of Advanced Reactor Technologies and in November 2023 Sarah became the Director General. The Directorate of Advanced Reactor Technologies is responsible for licensing new nuclear reactors, pre-licensing activities including the Vendor Design Review and leading the SMR readiness project for the CNSC, ensuring a coordinated matrix approach to organizational readiness for regulating SMRs and new reactor technologies. Sarah has a Master of Science in Earth Science from Memorial University of Newfoundland.

Gregory Bowman is the Deputy Office Director for New Reactors at the U.S. Nuclear Regulatory Commission. Mr. Bowman began his career with the NRC in 2002 as a reactor inspector in the NRC’s Region I office. He transferred to NRC Headquarters in 2007, where he served in progressively more responsible positions, including Reactor Operations Engineer, Senior Enforcement Specialist, and Executive Technical Assistant for the NRC’s Executive Director for Operations. Mr. Bowman was selected to supervise the Research and Test Reactors Oversight Branch in 2012 and has held a number of leadership positions since that time, including Deputy Director of the Division of Risk Assessment, Director of the Vogtle Project Office, and Director of the Division of Physical and Cybersecurity Policy. Before joining the NRC, Mr. Bowman spent four years as an instructor and supervisor in the Navy’s nuclear propulsion program. Peri Lynne Johnson, IAEA Assistant Director General and Legal Adviser, has over 31 years’ experience in the United Nations System. In 2011, she became the first female Legal Advisor and Director of the IAEA Office of Legal Affairs and is the longest serving Legal Advisor in the history of the IAEA.
Prior to joining the IAEA, she served from 2000-2010 in the Legal Office of the United Nations Development Programme in New York, including in her last role as Director. Ms Johnson has also held appointments from 1995-2000 as legal officer and associate legal officer in the United Nations Office of Legal Affairs in New York and from 1993-1995 as associate protection officer with the United Nations High Commissioner for Refugees in Conakry, Guinea.
Before joining the United Nations, Ms Johnson served from 1991-1993 as Legal Associate in the litigation and international practice areas at Arnold & Porter, a leading law firm, in Washington, D.C.
Ms Johnson regularly lectures and publishes on the work of the IAEA. In 2023, her lecture on the “Role of Nuclear Law in the Use of Atomic Energy for Peace and Development” was added to the permanent collection of the United Nations Audiovisual Library. Madalina Man is a lawyer specializing in nuclear security and non-proliferation, with more than 10 years of experience in public international law and treaty implementation. Mr Wetherall rejoined the Nuclear and Treaty Law Section in 2019 having served nearly 12 years in that Section (2010-2016 and 2002-2008). He provides advice on various international and national nuclear law issues, covering nuclear safety, security and liability. Through the IAEA Legislative Assistance Programme he also delivers extensive support to Member States, such as in drafting comprehensive national nuclear laws, training and awareness raising activities for decision-makers, policy-makers and parliamentarians.
Previously, Mr Wetherall served as the senior lead researcher on Singapore’s multi-disciplinary Nuclear Governance Project (2016-2018) and was part of a UK lawfirm’s nuclear law team advising clients in the context of nuclear new build, waste management and decommissioning programmes (2008-2010).
He has two LLMs passed with Distinction, one in Drafting Legislation, Regulation, and Policy and the other in Energy Law (nuclear route).

Paulina Giżowska works at the Polish nuclear regulatory authority PAA, where she manages the topical areas of nuclear security, non-proliferation, and small modular reactors, as well as advises on policy and legal matters relating to regulatory oversight. She was previously a nuclear security officer at the IAEA, where she supported Member States in strengthening their regulatory frameworks for nuclear security.
Paulina is a member of the IAEA Nuclear Security Guidance Committee (NSGC) and Poland’s representative in the European Nuclear Security Regulators Association (ENSRA) which she will be co-chairing for the 2025-2027 term. She provides expertise to IAEA International Physical Protection Advisory Service (IPPAS) missions. In 2022 she was Chair of the Licensing and Enforcement Experts Meeting (LEEM) of the Nuclear Suppliers Group (NSG).

Ms. Domínguez is a board member of INLA since 2018 and President of the Argentine Nuclear Law Association. She serves as Co-director and professor of the Postgraduate Course in Nuclear Law at the University of Buenos Aires. She is a member of the IAEA’s International Expert Group on Nuclear Liability (INLEX).
