Session 12: Bridging the Gaps: A Regulatory Panel on Standardization of Regulatory Frameworks for Advanced Nuclear Technologies
Session objectives
The fast evolution of advanced nuclear technologies generates a flow of revolutionary concepts that push the national authorities to rethink the state-of-art regulations, potential threats, opportunities, and prospects of further development.
In the context of harmonization of regulatory frameworks, a lively debated term of “leveraging” comes into play, posing some important questions:
- To what extend an evaluation done by other nuclear regulatory body can be used, and what are the legal constraints that prevent its effective use?
- What are the benefits and opportunities of such a cooperation?
- What are the threats, and dangers of such a cooperation?
- How to reach an agreement over considerably different national regulations?
- When seeking the answers, the panel will engage into a deep consideration on mutual recognition of safety evaluations.
The discussion will hopefully pave the way and contribute to the upcoming issue of the IAEA TECDOC on “leveraging”, which is being developed by IAEA NHSI WG-3, as well as further cooperation in Phase 2 of the Nuclear Harmonization and Standardization Initiative.
